When you set a request to Not planned, it drops out of your Feedback Portal's lists and search. So the next person with the same idea can't find it, and posts it again. This would let you keep Not planned requests visible in a list of their own, each with the team's reason, taken from the request's Team update. Someone about to post the same idea finds it and sees the answer. It could be a board setting, so you choose whether to show them. Game studios and open source projects keep lists like this by hand, so they don't have to answer the same suggestion every week.
