Make it possible to manually add "voters" that should be notified when a function is built

So I have many customers who are boomers, and they haven't really found a way to use featurevote yet. But still I want to say to them when "their" request is done. So it would be great to be able to add email adresse(s) as "voters" to a function as admin. Just to notify them when it's done

If you click on the voters number from the dashboard you can add them from the popup.
