Merge duplicate requests to keep votes accurate and feedback centralized

Duplicate requests split votes and feedback across multiple threads, making it harder to gauge true demand. Allow admins to merge similar requests into one by combining votes and comments, and redirecting old posts to the main request. This keeps the board clean and ensures demand is accurately represented. Nice to have: suggest potential duplicates and let admins choose the primary request.
